摘　　要：近年来,城市化发展建设进程中,随着经济的进步和科学技术技术的发展,人们越来越重视环境管理工作,通过环保目标责任制的实施,强化管理效果。基于此,本文以环保目标责任制作为研究对象,通过对环保目标责任制理论分析,从制定阶段、实施阶段与考核阶段入手,阐述了实施环保目标责任制强化环境管理的流程。In recent years,in the process of urbanization development and construction,with the progress of the economy and the development of technology,people pay more and more attention to environmental management work,and strengthen the management effect through the implementation of environmental responsibility system.Based on this,this paper takes environmental responsibility as the research object,and through the theoretical analysis of the environmental responsibility system,starting from the formulation stage,the implementation stage and the assessment stage,it elaborates the process of implementing the environmental responsibility responsibility system to strengthen the environmental management.
