从“行政吸纳社会”到“行政吸纳服务”:中国国家-社会组织关系的变迁——以D市S镇志愿者协会为例

摘　　要：随着地方政府与社会组织的互动日益频繁,剖析地方政府与社会组织关系的动态变迁,既是理解我国政治社会的窗口,也是理解地方公共服务供给的关键。本文聚焦于地方政府与社会组织关系的变迁,以D市S镇政府与S镇志愿者协会关系的变迁为案例,研究发现团镇委与镇志协之间的关系经历了从“行政吸纳社会”到“行政吸纳服务”的变迁过程。团镇委基于地方经济需求的驱动和工作重心的转变,主动调整了在S镇志愿服务中的行动边界,将“控制”策略转变为“支持”策略,完成了其与镇志协关系的变迁。这一研究超越了现有基于“大历史”维度的宏观、静态的结构性研究和策略研究,有助于理解中国国家-社会关系的复杂性、多样性和动态性,还原了我国国家-社会关系的真实图景。With the increasingly frequent interaction between local governments and social organizations,analyzing the change of relationship between them is not only a window to understand our politic society reform,but also a key to comprehend the local public services delivery.This paper focuses on the change of the relation between local governments and social organizations.In the case of the change of the relation between S town and the S town Volunteers’Associations,the study finds that the relation between the Communist Youth League Committee and the Volunteers’Associations in S town has gone through from“Administrative Absorption of Society”to“Administrative Absorption of Service”.Based on the drive of local economic demand and the shift of its core task,the Youth League Committee actively adjusted the action boundary of voluntary service in S town,transformed the“control”strategy into“support”strategy that completed the relationship vicissitude.This study goes beyond the existing macro and static structural and strategic research based on the“great historical dimension”,which helps to understand the complexity,diversity and dynamics of State-Society Relations in China and restore the truth.
