总体国家安全观视域下边境牧区政治稳定机制测量指标体系构建

摘　　要：在总体国家安全观和习近平新时代中国特色社会主义边疆治理思想的指导下,结合边境牧区政治稳定现状和未来发展方向,并参考国内外政治稳定理论及其指标建构,思考从边境牧区总体安全角度构建长期政治稳定机制测量指标体系,认为指标体系建立需要在把握其政治稳定机制的特殊内涵前提下,以总体国家安全观的框架为研究思路,重视实用性与可操性原则,在此基础上尝试建立包含宏观、中观、微观三个层次在内的共64个指标。该指标体系也存在着没有进一步的量化赋值、指标排列优化不足、实践检验的未知性等缺憾之处。Based on the concept of overall national security and Xi Jinping’s Frontier governance thought on socialism with Chinese characteristics for the New Era, the article examines the current situation and future development direction of political stability in border pastoral areas with reference to the theory of political stability at home and abroad and the construction of its indicators. To construct a long-term political stability mechanism measurement index system from the perspective of overall security of border pastoral areas, it is believed that the establishment of the indicator system needs to adhere to the framework of the overall national security concept under the premise of grasping the special connotation of its political stability mechanism, and pay attention to the principles of practicality and maneuverability. On this basis, the article attempts to establish a total of 64 indicators, including macro, meso and micro levels. However, there are also some shortcomings, such as no further quantitative assignment, insufficient optimization of index arrangement, and unknownness of practice test.
