乡镇政府与村民委员会权力关系的重构——基于深化村民自治实践的视角

摘　　要：乡镇政府与村民委员会权力配置不均衡、不合理,权力边界模糊,运行机制不健全是乡镇政府与村民委员会权力关系失衡的深层原因。重构乡镇政府与村民委员会的权力关系应当科学合理地配置乡镇政府与村民委员会的权力,建立行政村村务管理委员会,划定乡镇政府与村民委员会的权力边界,健全乡镇政府与村民委员会权力运行的保障机制。The unbalanced power distribution, unreasonable power, fuzzy power boundary and unsound operation mechanism of the township government and the villagers committee are the deep reasons for the imbalance of power relationship between the township government and the villagers committee. The power relationship between the township government and the villagers committee should be reconstructed by rationally allocating the power of the township government and villagers committees, establishing administrative village management committees, demarcating power boundaries between township governments and villagers committees, and improveing the security mechanisms for the operation of township governments and villagers committees.
