意大利医疗保障体系与医疗成本管理策略及启示

摘　　要：本文采取实地调研、专家访谈与文献研究相结合的研究方法,对意大利医疗保障体系及其医疗成本管理策略进行系统阐述,以期为完善我国医疗保障体系,加强医疗成本管理提供思考借鉴。基于意大利在健全医疗保障体系、遵循分级诊疗等方面的做法,本文提出,我国可在以下几方面进行借鉴,包括:夯实家庭医生制度推动分级诊疗,开展病种成本管控与精细化管理,完善绩效评价推动医院健康发展,等等。This paper adopts the research methods of field investigation, expert interview and literature research to systematically elaborate the Italian healthcare security system and its medical cost management strategy, in order to provide reference for the improvement of China’s healthcare security system and the strengthening of medical cost management. Based on Italy’s practice in improving the healthcare security system and following the hierarchical diagnosis and treatment, this paper proposes that China can draw lessons from the following aspects, including strengthening the family doctor system to promote the hierarchical diagnosis and treatment, carrying out disease cost control and refined management, improving performance evaluation to promote the healthy development of the hospital, etc.
