美国“逆全球化战略”的缘起与中国“一带一路”的应对

摘　　要：文章从经济全球化进程的规律性起伏与二战后以美国为主导的国际体系下经济全球化的过渡与演变中发现,经济全球化是霸权国为了获取霸权收益而建构的国际体制,而逆全球化则是霸权国利用国际制度二用性对崛起国采用的大国制衡战略。美国学界认为,中国崛起以及“一带一路”倡议的提出对国际体系构成了潜在冲击,从经济治理价值观、霸权收益机制与公共物品供给三个领域影响美国对霸权的维系,因而有必要进行制衡与反制。作者认为在这一战略冲突的敏感期,中国的“一带一路”建设应强调规则互补与战略共生,协调好全球治理与区域治理中的竞合关系。From the regular fluctuation of the process of economic globalization and the transition and evolution of economic globalization under the American system after World War II,it is found that economic globalization is an international system constructed by hegemonic powers in order to obtain hegemonic gains,while reverse globalization is a kind of great-power balancing strategy of using duality of the international system against rising countries.For the United States,China's rise and"Belt and Road"initiative pose a potential impact on the international system.The maintenance of U.S.'s hegemony has been affected by three factors:the value of economic governance,the profit mechanism of hegemony and the supply of public goods influence.Therefore,it is necessary for them to take balancing behavior.In the sensitive period of strategic conflict,the constitution of"Belt and Road"initiative should emphasize the complementary rules and strategic symbiosis,and coordinate the co-opetition relationship between global governance and regional governance.
