摘　　要：在城乡基本公共服务供给严重不平衡的大背景下,村级公共服务平台成为促进城乡基本公共服务均等化、缩小城乡差距和加快推进乡村振兴战略实施的重要途径。在各级政府的大力支持下,村级公共服务平台建设稳步推进,取得较为显著的成效,但也面临顶层设计存在缺失,缺乏有效统筹与规划;缺乏社会资金支持,平台运营负担过重;数据整合进展缓慢,智慧程度尚需提升等问题。相关问题成因可归结为缺乏适当管理规划及多元投入机制,缺乏全面服务意识及信息化档案管理手段等。可重点围绕体制机制建设,从统筹协调、监督管理、运行维护、资金投入和考评激励等多方面实施有益可行的完善村级公共服务平台建设的策略。The serious urban-rural imbalance in the supply of basic public service has made the village-level public service platform an important way to promote the urban-rural equalization of basic public services,narrow the urban-rural gap,and accelerate the implementation of the rural revitalization strategy.With the strong support of governments at all levels,the construction of village-level public service platform is advancing steadily and has achieved remarkable results.Nevertheless,it is also confronted with problems such as lacking of top-level design,failing in effective overall design,having a shortage of the support of social funds,excessive operational burden,slow progress in data integration,the smartness needing improvement,etc.The problems above are attributed to the shortages of appropriate management planning,multi-input mechanism,comprehensive service consciousness,informational archives management means,etc.Taking the construction of system and mechanism as key this paper puts forward useful feasible strategies for the perfection of village-level public service platform in the aspects of overall coordination,supervision and management,operation and maintenance,fund input,and assessment and encouragement.
