辽宁省海洋新兴产业发展的金融支持机制设计——从融资担保机制设计视角分析

摘　　要：培育海洋新兴产业对辽宁省海洋经济的发展意义重大。金融支持机制对辽宁省海洋新兴产业发展起到重要作用。对辽宁省海洋新兴产业发展及其融资方式分析,发现银行借贷是海洋新兴产业内企业获取资金的可行途径。目前银行在向企业提供贷款过程中承担了超过其承受能力的风险,这制约了银行提供贷款的积极性。融资担保机制可在银行向企业提供贷款融资过程中发挥重要作用,有效降低银行承担的风险,提升银行向海洋新兴产业的相关企业提供贷款的积极性。但在现有融资担保机制下缺少担保提供者,通过引入政策性金融充当企业融资的担保提供者,重新设计企业融资担保机制,可以较好地解决风险分担不均衡的问题,有利于引导资金支持辽宁省海洋新兴产业发展。It is very significant to cultivate a marine newly emerging industry for the marine economic development of Liaoning Province.A financially supporting mechanism plays an important role in the marine economic development of Liaoning Province.An analysis of the development of marine newly emerging industries of Liaoning Province and its financing way show that bank lending is a feasible way for enterprises in marine newly emerging industries to obtain funds.Currently,banks have taken more risks than they can do in providing loans for enterprises,which restricts the enthusiasm of banks to provide loans.A financing guarantee mechanism can play an important role in banks providing loans for enterprises,reducing the risk of banks effectively,and strengthening the enthusiasm of banks to provide loans for enterprises in marine newly emerging industries.Nevertheless,the existing financing guarantee mechanism lacks of guarantee provider.For this reason,redesigning the financing guarantee mechanism by introducing policy finance as the guarantee provider of enterprise financing can solve the problem of unbalanced risk sharing better,which is conducive to guiding the fund to support the development of marine newly emerging industries of Liaoning Province.
