制度文明建设:推进高等教育治理现代化的根本路径

摘　　要：制度文明是一定时期内人们认识、改造主客观世界所取得制度方面的积极成果,它集中反映了国家和社会治理的文明和进步。因此,推进高等教育治理现代化实质上就是不断推动高等教育治理取得先进制度成果的过程,也即制度文明建设的过程。而制度文明内含理念文明、规则文明、机构文明等核心维度,因此把握高等教育治理规律、推进高等教育治理现代化的根本路径即在于:加强理念文明建设,确立进步的治理观念;强化规则文明建设,完善治理制度;推进机构文明建设,改革治理机构。System civilization means the positive result about system obtained by the mankind during the course of their understanding and transformation of the subjective and objective world,which reflects the civilization and progress in state and social governance.Therefore,promoting the governance modernization of higter education is essentially the process continuously promoting higher eduction to obtain advanced results of system,that is,the process of construction of system civilization.Because system civilization contains the core dimensions such as ideological civilization,rule civilization and institutional civilization,the fundamental path to grasp the governance rule of higher education and promote the governance modernization of higher education lies in:reinforcing the construction of concept civilization and establishing the progressive concept of governance;strengthening the construction of rule civilization and improving the governance system;promoting the construction of institutional civilization and reforming the governance institutions.
