摘 要:外来工常因户籍限制被城市社保体系排除在外,工会对这一特殊群体的保障作用备受关注。本文利用中国企业雇主—雇员匹配数据(2013年和2017年),实证检验工会对外来工非货币性福利的影响。研究发现,工会显著改善了外来工各项非货币性福利。考察作用途径发现,工会能够通过职工代表大会制度以及签订劳动合同的方式,增加外来工参加社会保险的概率,同时提高其他福利水平。进一步讨论发现,工会能够显著降低外来工的离职意愿,维护企业员工队伍的稳定性。本文为落实外来工非货币性福利,促进企业人才队伍建设,构建新时代和谐劳动关系提供了一定的政策启示。Migrant workers are often excluded from the social security system due to household registration restrictions.Based on the employer-employee matching data of Chinese enterprises(2013 and 2017),this paper empirically test the impact of labor unions on the non-monetary welfare of the migrant workers.The non-monetary welfare in this paper includes two aspects:social insurance and other welfare,we found that the enterprise labor union significantly improved the migrant workers’non-monetary welfare.The investigation of the influence mechanism shows that the trade union can increase the probability of migrant workers participating in social insurance and improve other welfare levels through the system of workers’congress and signing labor contracts.Further discussion shows that the labor union can significantly reduce the turnover intention of the migrant workers and maintain the stability of the enterprise staff.This paper provides some policy enlightenment for implementing various benefits of migrant workers,promoting the construction of stable talent team in enterprises,and building harmonious labor relations in the new era.
