区域协调性均衡发展理论的指标体系构建

摘　　要：以均衡度和协调度为基本维度,以融合度作为两者之间融合共生的黏合剂及良性互动的第三维度,构建了由均衡度、协调度和融合度等3个一级指标、12个二级指标和40个三级指标所组成的区域协调性均衡发展评价指标体系,并以长江经济带为例进行了实证分析。目前长江经济带的协调性均衡发展指数得分不及全国平均,主要受制于协调度得分的明显偏低。这表明,现阶段经济带"不协调、不充分"的矛盾性相对全国更为突出,区域协调发展任重道远。On the basis of sorting out and analyzing the two core concepts of "balance" and "coordination" in the regional development, a new analytical perspective of "balanced and coordinated regional development" is proposed with"balance degree" and "coordination degree" as the basic dimensions, and "fusion degree" as the binder of "fusion symbiosis" between them and the third dimension of their benign interaction. The evaluation index system is constructed with three first-level indicators, 12 second-level indicators and 40 third-level indicators, from the perspective of balance degree, coordination degree and fusion degree. This system is further used to analyze the Yangtze River Economic Belt empirically. At present, the coordinated and balanced development index score of the Yangtze River Economic Belt is below the national average, mainly due to the remarkably low coordinated degree. It indicates that the contradiction of"incoordination and inadequacy" in the current economic zone is more prominent than that of the whole country, and much efforts need to be channeled into the coordinated development of the region.
