摘　　要："稳外资"对于中国经济高质量发展至关重要。针对我国引资环境日益严峻、外资结构利用不合理等问题,应对标国际高水平规则、持续优化外资营商环境,强化利用开放平台、培育引资新动力,加强统筹、合理调整引资用资结构,扩大服务业对放开放、加大优质外资吸引力度,加快进行双多边谈判、拓宽外资来源渠道,构建适应国际投资规则、符合高质量发展的引资政策体系。"Stabilizing foreign investment" is essential for the high-quality development of China’s economy. Aiming at the increasingly severe investment environment and irrational use of foreign investment structure in China, we should respond to international high-level rules, continue to optimize the foreign investment business environment, strengthen the use of open platforms, cultivate new incentives for investment, strengthen overall planning and rationally adjust the structure of investment and investment The service industry is open to the outside world, increasing the attractiveness of high-quality foreign investment, accelerating bilateral and multilateral negotiations, expanding channels for foreign investment sources, and constructing an investment policy system that adapts to international investment rules and meets high-quality development.
