摘　　要：历经70年风雨征程的中国渔业在各方面都取得了卓越的成绩,捕捞、养殖以及水产品总产量均位居世界第一,这些成绩离不开中国渔业相关政策的扶持。归纳政策的演变逻辑和演变趋势,可以对中国调整、制定未来捕捞渔业政策,提高政策效能,促进渔业现代化发展,提供一定的决策参考。通过梳理新中国成立70年来中国政府在探索期、动荡期、调整期和发展期等4个不同时期捕捞渔业政策的演变,分析了捕捞渔业政策演变的逻辑与趋势,基于分析结论,审视捕捞渔业政策演变带给中国渔业的利与弊,探寻未来一段时期中国捕捞渔业政策的发展方向。未来,提升捕捞渔业政策效能需继续完善渔业资源数据,引进先进渔业管理制度,推动中国的捕捞渔业政策由被动管理向合作发展转变。After 70 years of trials and hardships, China’s fisheries has made remarkable achievements in all aspects. The total output of fishing, aquaculture and aquatic products all rank first in the world, all of them are inseparable from the support of China’s fisheries policies. Summarizing the evolution logic and trend of the policy can provide some intellectual support for China to adjust and formulate the future fishing policy, improve policy effectiveness, and help to develop China’s fishery industry. This paper analyzed the evolution of Chinese government’s fishing policy in four different periods: exploration period, turbulence period, adjustment period and development period, analyzed the logic and trend of the evolution of fishing policy, examined the advantages and disadvantages brought by the evolution of fishing policy to China’s fisheries based on the analysis conclusion, and explored the development direction of China’s fishing policy in the future. To improve the efficiency of fishing policy, it is necessary to continue to improve the data of fishery resources, introduce advanced fishery management system, and promote the transformation of China’s fishing policy from passive management to cooperative development.
