摘　　要：在国家重点关注生态文明建设、乡村振兴、"三农"问题的新时代下,反思传统镇总体规划编制过程中与其他镇域空间性规划在规划思维上的不同,针对"三农"问题的规划深度不够,以及规划参与不足等问题,提出从根源上整合各专业人才以统筹规划思维,从内容上立足于当地特色资源以强化规划的便农性,从程序上增加公示方式和次数以扩大社会的参与性。Under the new era of national key focus on ecological civilization construction, rural revitalization, and "three rural issues", rethinking in the process of compiling the difference between towns’ overall planning and other towns’ spatial planning in planning thought, the shallow depth planning for the "three agricultural problems" and the insufficient planning participation in traditional towns’ overall planning;it is proposed to integrate various professional talents from the root cause to coordinate planning thinking, to strengthen the planning of the convenience of agriculture from the content based on local characteristics of resources, and to expand the participation of society by increasing the means of public summons and the number of times from the procedures.
