中国藏区构建现代治理体系若干问题探析

摘　　要：藏区现代治理体系是构建具有中国特色国家治理体系的重要组成部分。新时代背景下,藏区社会治理出现了新问题、新特点,迫切需要紧密结合时代条件和实践要求,以全新的视野进行创新性研究。在藏区构建现代治理体系的实践探索中,必须抓住藏区社会治理的核心问题,方能提纲挈领。本文基于长期调研,认为在构建藏区社会治理体系中应该着重关注领导核心、宗教系统治理、制度设计、政府治理边界的尺度、治理主体等六方面问题,并就此进行了较系统的探讨。The modem governance system in Tibet is an important part of constructing the national governance system with Chinese characteristics.Under the New Age,there are new problems and new characteristics in social governance in Tibetan area,so it is urgent to carry out innovative research with a new vision in close combination with the conditions of the times and the requirements of practice.In the practical exploration of constructing modem governance system in Tibetan area,we must grasp the core problems of social governance in Tibetan area in order to outline it.Therefore,based on long-term investigation,this paper holds that attention should be paid to six aspects:leading core,religious system governance,system design,scale of government governance boundary,governance subject,etc.,which correspond to the social characteristics of Tibetan area and are of great importance in the construction of Tibetan social governance system.This paper makes a systematic discussion on this,hoping to provide useful reference.
