摘　　要：总额支付制度是支付制度从后付制向预付制转换的桥梁。借鉴英国总额支付制度地区预算分配经验,在综合审视制约我国开展总额支付制度困境的基础上,提出完善我国总额支付制度的可能路径:探索建立以需求为基础的总额支付地区预算分配体系、建立以点值体系为基础的医保与物价收付费一体化机制,开展地区居民未满足医疗需求基础研究。Total amount payment system is the bridge of post-payment to pre-payment systems. Drawing on the experience of regional budget distribution in total amount payment system in UK,and on the basic of comprehensively reviewing of that the dilemma of restricting the development of total amount payment system,this paper puts forward a possible path to perfect total amount payment system in China. It is that to establish regional budget distribution in total amount payment system on the basic of demands,establish payment and premium receiving integration mechanism between medical insurance and price on the basic of point value system,develop basic research on unsatisfied medical service demands for regional residents.
