摘  要:本文以泸定县为研究个案,首先深入探讨了泸定县在乡村振兴战略实施过程中人力资本开发的四种基本形式,其次,通过调研发现人力资本教育与培训体系的整体效能有待优化、人力资本开发配套制度不完善等原因,导致了泸定县人力资本开发中存在农村人力资本结构不合理、人力资本素质低、各类人才稀缺程度严重等困境。并基于原因分析,提出乡村振兴战略下泸定县人力资本开发的具体策略包括:建立健全泸定县农村人力资本管理配套制度、优化泸定县农村人力资本教育和培训体系的效能。With Luding County as a case study, this paper firstly explores deeply its four basic forms of human capital development in the process of implementing the rural revitalization strategy. Secondly, based on investigations, the paper finds that the rural economy is comparatively slow, the overall effectiveness of education and training system of human capital needs to be optimized and the supporting system of human capital development is imperfect, etc., which lead to the unreasonable structure of rural human capital, low quality of human capital, severe scarcity of talents and other dilemmas. Based on the cause analysis, the paper finally puts forward some specific strategies for the human capital development of Luding County, including to establish and improve the supporting system of human capital management, to optimize the effectiveness of education and training system of human capital and to vigorously promote the economy.
