探中外最早的呈缴本及其制度与法律——以《实录》《时政记(纪)》《日历》及《诸司应送史馆事例》为例

摘　　要：《中华人民共和国公共图书馆法》于2018年1月1日正式施行,其中"呈缴本制度"再度被以法律条款的形式确定。根据呈缴本制度与法律的特点以及历史文献推断唐朝的《诸司应送史馆事例》是我国最早的呈缴本制度雏形,或设立思想起源。而唐朝编年体史书《实录》、"宰相一人专知撰录"的《时政记(纪)》及"令史官撰写"的"新型史书体例"《日历》是我国乃至世界最早的呈缴本。The Law of the People’s Republic of China on Public Libraries was promulgated and implemented on January 1,2018,in which the"legal deposit copy system"was once again defined in the form of legal provisions.According to the characteristics of the system and law and analysis of historical documents,Zhu Si Ying Song Shi Guan Shi Li in the Tang Dynasty is the earliest embryonic form of the system,or the origin of this idea.Meanwhile,it is considered that the chronicle historical records-Shi Lu,Shi Zheng Ji written only by Prime Minister in ancient China,and"new style of history books"Calendar written by historiographers in Tang Dynasty have been the earliest legal deposit copies in China or even the world.
