宗族势力影响下的农村基层民主选举完善

摘　　要：宗族势力长期以来都对我国农村政治生活产生着较大影响。就农村基层民主选举而言,它既有一定积极价值,更具有严重消极影响。在宗族背景下,我国未来农村基层民主选举必须予以完善。应通过保留宗族文化精华、发挥合法监督作用,促使宗族对农村基层民主选举产生积极作用;应适当修改现行《村委会组织法》、增加村民自治权益受侵害的法律救济方式、加强对宗族领头人的指导和教育、增强村民法律意识,来逐步消除宗族势力在农村基层民主选举中的消极影响。For a long time,clan force has influenced greatly the rural political life in China.For the rural grassroots democratic election,it has certain positive value while sometimes with serious negative effect.Under the background of rural clan force,we should complete the rural grassroots democratic election in the future in China.It is necessary to reserve the essence of clan culture,and give play to the function of legal surveillance,so as to promote the positive effect of clans for rural grassroots democratic election.We should also revise suitably the current Organic Law on village committees,increase the legal remedies for villagers whose self-governance rights are damaged,strengthen the guidance and education to the head of clans,and strengthen the legal awareness of villagers so as to remove step by step the negative influence of clan force in the democratic election at rural grassroots level.
