中拉关系70年回顾与前瞻:从无足轻重到不可或缺

摘　　要：在过去的70年里,中国与拉美国家关系经过了从点到面、从基础性到战略性、从无足轻重到不可或缺的历程。本文基于双方关系发展的主要动力,将1949年以来的中拉关系归纳为三个阶段,即政治驱动为主阶段(1949—2001年),经贸驱动为主阶段(2002—2012年)和战略引领、多擎驱动阶段(2013年以来)。本文将战略引领、多擎驱动阶段称之为“构建发展”阶段。战略引领表现为双方关系的全局性和战略性日益凸显,双方政府主动从战略高度规划彼此关系的发展。多擎驱动表现为推动中拉关系发展的动力向着政治、经贸、社会、人文、国际协作、安全领域及整体合作方式全面发展,形成了全方位、多层次、立体化的战略合作格局。本文认为,要充分评估当前中拉关系面临的不确定性以及表现出的韧性。未来中国必将从大国责任和全球发展与治理的必然逻辑出发来建构中拉命运共同体的理论价值及其实现路径,对拉战略在追求发展利益的同时兼顾道义原则。Over the past 70 years,the relationship between China and Latin American countries has gone through an extraordinary course.Based on different main driving forces of the development of bilateral relations,this paper divides the development of China-Latin American relations into three phases:the political-driven phase(1949-2001),the economic-driven phase(2002-2012),and the strategic leadership&multiple-driven phase(2013-).The third stage is also called the“constructive development”stage.Strategic leadership means that on account of the increasingly prominent importance of China-Latin American relations in their respective foreign relations,the leaders of both parties have made overall planning and conscientiously designed the development of mutual relations from the strategic height,including strategic target,strategic path and cooperative principles.Multiple-driven means that China-Latin American relations are developing in comprehensive areas including politics,economy,trade,society,humanities,etc.,and overall cooperation have emerged as a new pattern besides bilateral relations.It is necessary to fully assess the uncertainty facing China-Latin American relations and also the resilience in these relations.China is devoted to build a community of shared future with this region from the perspective of the responsibility of a great power.China’s policies towards Latin America pursue not only development interests but also moral principles.
