摘　　要：加强生态补偿的地方立法,既是理论界的共识,也是地方生态补偿实践的迫切需要。宁夏作为生态脆弱省区,应当借推动"生态立区"战略契机,研究制定《宁夏生态补偿条例》,并在条例的结构和具体制度上进行前瞻性的科学设计,使其真正成为一部有利于生态环境保护的综合性立法,从而为宁夏生态文明建设提供重要的制度保障,并为全国其他省区的相关立法提供有益的借鉴。Strengthening the local legislation of ecological compensation is not only the consensus of the theoretical circle,but also the urgent need of local ecological compensation practice. As an ecologically fragile province,Ningxia should take the opportunity of promoting the strategy of"establishing an ecological region"to study and formulate the"Ningxia ecological compensation regulations",and carry out a forward-looking scientific design on the structure and specific system of the regulations,so as to make it really become a comprehensive legislation conducive to the ecological environment,so as to provide an important system guaranteeing for the construction of ecological civilization in Ningxia and other provinces as the relevant legislation of the district provides useful reference as well.
