摘 要:能源开发与利用是国家能源安全战略的重要基石,能源基地是能源开发的载体。对能源基地建设状况进行科学评估,准确把握不同能源基地开发水平是优化开发布局、合理配置资源、实施能源高质量发展的客观需要。传统DEA研究方法不能剔除随机误差和外部环境因素的影响,难以真实反映评价对象的实际状况。基于此,本文根据能源基地开发特点,运用DDF-DEA三阶段评价模型,构建了包括投入产出和环境变量在内的效率评价指标体系,对多能并存、在国家能源战略中有重要影响的20个大型能源基地进行了全面分析,形成了不同能源基地效率改进的基本判断。最后依据不同开发效率,划分了稳步开发、优化开发、差异化开发、控制开发4种类型能源基地,分别对不同类型的能源基地开发提出改进建议。Energy development and utilization is an important cornerstone of national energy security strategy,and energy base is the carrier of energy development.It is an objective need for optimizing the development layout,allocating resources ratio-nally and implementing high-quality energy development to scientifically evaluate the construction status of energy bases and accurately grasp the development level of different energy bases.The traditional DEA research methods can not eliminate the influence of random errors and external environmental factors,and it is difficult to truly reflect the actual situation of the evaluation object.Based on this,according to the characteristics of energy base development,using DDF-DEA three-stage evaluation model,the efficiency evaluation index system including input-output and environmental variables is constructed.The comprehensive analysis of 20 large energy bases with multi-energy coexistence and important influence on national energy strategy is carried out,and the basic judgment of efficiency improvement of different energy bases is formed.Finally,according to different development efficiency,four types of energy bases are divided,namely,steady development,optimized development,differential development and controlled development.Suggestions for improving the development of different types of energy bases are put forward.
