农业科研项目设置财务助理岗位的思考——以江苏省农业科技自主创新资金项目为例

摘　　要：新形势下,国家实施创新驱动战略,不断加大科研投入力度,不断深化科研项目管理改革,提出了建立财务助理制度的新理念。文章结合江苏省农业科技自主创新资金项目设置财务助理的实践,分析了农业科研项目设置财务助理岗位的必要性,阐述了财务助理岗位的职责,提出了充分发挥财务助理岗位的支撑作用、不断加强财务助理岗位的业务培训等加强财务助理岗位管理的建议,以期"选好、用好、管好"财务助理,进一步规范科研经费的使用,提高项目资金管理的效能,保障农业科研项目的顺利实施。A new idea of establishing the financial assistant system was proposed due to the innovation-driven strategy implemented in China,the continuous increase of scientific research funds, and the continuously deepened reform of scientific research project. Combined with the practice and exploration of setting financial assistant post for Jiangsu Agricultural Science and Technology Innovation Fund, necessity of setting this post for agricultural research post was analyzed in the paper. Responsibility of the post was described. Suggestions for taking the full play of supporting function of this post and strengthening training of related personnel were put forward. As a result, the finance assistant can be "well selected, well used, and well managed", the research fund use can be further standardized, and the efficiency of project fund management can be improved. Thus the major agricultural research projects can be smoothly implemented.
