ROK-U.S. Alliance in the Context of New Changes on the Korean Peninsula

摘　　要：2018年以来,在半岛局势转圜的背景下,韩美同盟结构与功能呈现新动态。包括举行首脑会晤在内的与朝对话过程中,韩美两国保持密切政策协调。为呼应朝鲜停止核导开发活动,韩美两国采取暂停大型联合军演的应对措施。在同盟内部,韩国致力于尽早收回战时指挥权,而美国则要求韩国增加防卫费分担额。韩美两国将在强化同盟关系的基础上,“携手”构建国际秩序,由此更加注重对外战略的对接与合作。因此,对韩美同盟而言,其内部结构的“对称性”,将随着韩方国家综合实力与“自主性”的增强而提升,且其政治、外交同盟的功能属性亦将不断得到强化。Since 2018,with the changing situation on the Korean Peninsula,there has been new development in terms of the structure and function of the U.S.-ROK alliance・Firstly,South Korea and the U・S・has maintained close policy coordination during their dialogues with the DPRK including the summit meetings・Secondly,ROK and the U・S・suspended some of their large joint military exercises in response to DPRK?s suspension of nuclear and missile development activities・Furthermore,within the alliance.South Korea is committed to taking over the wartime operational control of its military power while the U・S・requires ROK to increase its share of defense expenses・Both sides also intend to make joint effort in building a new international order on the basis of strengthening their alliance,by stressing the coordination of their respective diplomatic strategies.With the improvement of ROK,s comprehensive national strength,the symmetry of the internal structure of the U.S.-ROK alliance will be enhanced with ROK's growing independence・and political and diplomatic function of the alliance will be also strengthened.
