摘　　要：2013年《中华人民共和国精神卫生法》颁布后,浙江省立即启动了《浙江省精神卫生条例》起草工作。本文结合前期调查研究和浙江省精神卫生工作实践,从《浙江省精神卫生条例》立法宗旨和适用范围,政府和部门职责,精神卫生服务体系建设,心理健康服务与咨询机构管理,精神障碍的预防、治疗和康复及保障措施等六个方面对条例的主要内容及特点进行解读。The drafting of Zhejiang Mental Health Regulation has started since the promulgation of the Mental Health Law of the People’s Republic of China in the year of 2013.Based on the preliminary investigation and the practice of mental health work in Zhejiang Province,this paper introduces the contents and characteristics of the regulation from six aspects,which are the legislative purpose and scope of application,the responsibilities of the government and departments,the construction of mental health service system,management of mental health services and consulting institutions,prevention,treatment and rehabilitation of mental disorders,and measures necessary to implement the regulation.
