摘　　要：精确评价农业保险保费补贴的绩效水平是提高财政资金使用效率,改进农业保险政策的前提和基础。为剔除外在环境对绩效评价的影响,提高绩效评价的准确性,文章通过三阶段及动态DE4方法,利用省级面板数据对2008-2012年我国种植业保险保费补贴的绩效水平进行了评价。研究结果表明,我国农业保险保费补贴的绩效水平整体较低,各省绩效水平存在较大差别,绩效水平的动态变化也存在显著差异,在实证基础上对种植业保险保费补贴政策提出相关建议。Accurately evaluating the performance level of agricultural insurance premium subsidies is the premise and basis for improving the efficiency of using financial funds and improving agricultural insurance policies.In order to eliminate the impact of environmental impact on performance evaluation and improve the accuracy of performance evaluation,the article uses the three-stage and dynamic DEA method to evaluate the performance level of China's crop industry insurance premium subsidy from 2008 to 2012 by using provincial panel data.The research results show that the performance level of agricultural insurance premium subsidies in China is generally low,and the performance levels of different provinces are quite different.There are also significant differences in the dynamic changes of performance levels.On the basis of empirical evidence,relevant recommendations are made for the crop insurance premium subsidy policy.
