摘　　要：土地是农民生产生活的主要资料,是庄稼人的"命根子"。改革开放以来,农村土地制度应时代的变化和要求一直处于不断变革的状态。对于首轮土地承包者来说,土地制度改革给他们带来了一系列的积极影响,但同时在土地制度改革过程中也出现了农民土地产权不完整、土地资源价值无法释放和以地养老新型养老模式不具有普遍性的问题。针对这些问题,就必须要通过提供制度供给,发展股份合作制,明确土地产权合法权益的途径,解决广大农民当前所面临的困境,让拥有土地的农民可以无忧安享晚年生活。Land is the main source of farmers'production and life,and is the lifeblood of farmers.Since the reform and opening up,the rural land system has been in a state of constant change in response to changes and demands of the times.For the first round of land contractors,the land system refoim has brought them a series of positive effects,but at the same time,in the land system reform,problems such as incomplete land property rights of farmers and the inability to release the value of land resources have also emerged.In response to these problems,it is necessary to provide a system of supply,develop a shareholding cooperative system,clarify the ways of legitimate rights and interests of land property rights,solve the current difficulties faced by the majority of farmers,and enable farmers who own land to enjoy their old age without worry.
