开放政府背景下档案开放路径探究

摘　　要：[目的/意义]在开放政府运动的新时代背景下,档案开放的内涵与外延都发生了深刻变化。通过研究开放政府下的档案开放工作,有助于明晰开放中的困境,探求档案开放的新发展。[方法/过程]在分析开放政府背景下档案开放的新内涵及意义的基础上,并依据档案学范式的演进发展和社会记忆的认识扩展,从开放内容、形式、环境和制度等角度分析对档案开放的新认识及发展路径。[结果/结论]开放是社会发展的必然趋势。开放政府运动为新时期的档案开放注入了新的活力与生机,打破了内容开放的思维局限而从档案开放工作本身及构成要素出发来重新思考档案开放的新路径。[Purpose/Meaning]In the new era of the open government movement,the connotation and extension of the openness of archives have undergone profound changes.By studying the work of opening archives under an open government,it will help to clarify the predicament in opening up and explore the new development of archives opening.[Methods/Processes]Based on the analysis of the new connotation and significance of archives opening in the context of open government,and based on the evolution of archival science paradigm and the expansion of the understanding of social memory,the analysis of the content from the perspectives of open content,form,environment and system New understanding and development path of archives opening.[Result/Conclusion]Opening up is an inevitable trend of social development.The open government movement has injected new vitality and vitality into the opening of the archives in the new period,breaking the limitations of content opening,and rethinking the new path of archives opening based on the work of opening archives and its constituent elements.
