我国水权交易现状及存在问题分析

摘　　要：水资源作为一种重要的自然性资源、战略性资源、稀缺性资源对推动人类社会进步发展起着不可替代的作用。然而进入21世纪以来,水资源短缺问题越发突出。因此,节约水资源、实现水资源的优化配置是当代急需解决的问题之一。水权交易制度作为一种新的解决办法被广泛应用。本文通过对水权交易制度概念及其一些实行案例进行分析,得出水权交易在实现水资源优化配置的同时存在一些制度不完善、交易不规范、节水意识浅薄等问题,为此,应该从健全水权交易制度、完善水权交易细节、改善基础设施、增强节水意识等方面来进一步完善水权交易制度。Water resources,as an important natural resource,strategic resource and scarce resource,play an irreplaceable role in promoting the progress and development of human society.However,since the beginning of the 21 st century,water shortages have become increasingly prominent.Therefore,saving water resources and realizing the optimal allocation of water resources are one of the problems that need to be solved urgently in modern times.Water rights trading system is widely used as a new solution.This paper analyzes the description of the water rights trading system concept and some implementation cases,and concludes that while water rights trading achieves optimal allocation of water resources,there are some problems such as imperfect systems,irregular transactions,and shallow water-saving consciousness.The water rights trading system should be further improved from the aspects of improving the water rights trading system,improving the details of water rights trading,improving infrastructure and enhancing awareness of water conservation.
