区域经济与社会协调发展的动态评价及其耦合路径研究——以苏州市为样本考察

摘　　要：一个健康的区域系统集合,必然是经济社会协调适配的。经济改革的成果能否普遍惠及社会民生,则是区域格局整然有序的关键。"协调发展"作为经济社会二者间转型矛盾化解的动力来源,可有效提高基层地方深度改革的质量。本文通过选取苏州为研究对象,借鉴基尼系数的测算方法,以其2000-2017年经济社会发展的主要数据为样本,全面了解苏州地区经济社会协调发展的动态演变规律发现:即便是在经济高度发展的苏州,也同样存在着社会发展与经济不协调的问题,尤以其社会系统内部"人均生活质量""科技发展"及"生态环境"方面的因素表现明显滞后于经济发展最为凸显。未来苏州的深度转型当有赖于这三个方面因素与经济发展系统耦合度提升的同时,亦需兼顾夯实已有的"社会稳定""公共服务"方面的成绩。推动苏州经济的急剧扩张转变为精细化增长,以适应国家在新常态下经济社会协调发展的总需求,共创长三角区域协调发展美好新生活。A healthy collection of regional development systems must be coordinated by economic and social development. Economic transformation and social transformation are in solidarity, and the achievement of economic reform can generally benefit the livelihood of the community, which is the key to the transformation of regional development. "Coordinated development", as the driving force to resolve the transitional contradictions between the two, will effectively improve the quality of economic and social reform and development. This paper selects Suzhou as the research object, draws on the calculation method of Gini coefficient, takes the main data of economic and social development in the 2000-2017 as a sample, and comprehensively understands the dynamic evolution law of coordinated economic and social development in Suzhou, and finds that even in Suzhou, where the economy is highly developed, there also have the problem of social development and non-coordination. Especially in its social system, "per capita quality of life";"scientific and technological development" and "ecological civilization" factors clearly lag behind the level of economic development is the most prominent. The deep transformation and development of Suzhou in the future depends on the improvement of the coupling degree between these three factors and the economic development system, and also taking into account the achievements of the existing "social stability" and "public service". To promote the rapid expansion of Suzhou’s economy into refined growth, in order to adapt to the country’s overall demand for coordinated economic and social development under the new normal, to create a better new life in the region.
