摘　　要：整体性重构,是党的十八大以来,在贯彻落实党中央全面深化改革战略中覆盖各项任务的基本模式之一,是促成体制机制深刻变革的目标要求。着眼和着力于整体性重构推进市场监管和执法体制改革,契合新时代中国特色社会主义事业对优化政府管理的需要,以及国家治理体系和能力现代化的发展趋势。围绕机构职能、条块关系、法治环境、力量配置、技术运用,作统筹监管、综合执法的改革考量,需要把握三个要点,即整体性重构意涵市场监管执法体制要素怎样的合理整合;整体性重构必须对市场监管执法体制什么痼疾切实破除;整体性重构为实质提升市场监管执法体制效能应当进行何种路径选择。The holistic reconstiuction is one of the basic models for covering the various tasks in the comprehensive and deepening reform strategy of the Party Central Committee since the 18lh National Congress of the CPC.It is the goal of promoting profound changes in institutional mechanisms.Focusing on the holistic reconstruction to promote market supervision and law enforcement system reform fit the needs of socialism with Chinese characteristics to optimize government managenient in the new era,as well as the development trend of national governance system and capacity modernization.When we plan the reform of overall supervision and comprehensive law enforcement around institutional functions,vertical and horizontal relationship,rule by law environment,power allocation and use of technology,we need to focus on three key points:How to rationally integrate the elements of market supervision and enforcement system?What kind of problems must be absolutely rid of the market supervision and enforcement system?What kind of path should be choosen to substantially improve the effectiveness of market supervision and enforcement system?
