山东省城镇化发展与大气环境耦合协调性研究

摘　　要：文章通过构建城镇化发展评价指标体系,基于大气污染监测数据,采用全局主成分分析、和谐度模型、耦合协调度模型及GIS等方法,研究山东省城镇化发展与大气环境的耦合协调关系。研究表明:2014-2017年,城镇化水平呈从东北往西南递减格局,鲁中和鲁东提升较快,鲁西北及鲁南提升较慢;城镇化与各类大气污染物的耦合协调性都有不同程度提高,呈从东往西递减趋势;城镇化与大气环境高度协调的地区为鲁东沿海三市,全省协调发展的城市达94.12%,仅鲁西南一市欠协调。据此提出山东省城镇化发展建议:对高度协调型城市,应借助其蓝色半岛经济区核心地位发挥对周边的带动作用;对基本协调型中的城镇化超前型城市,在经济转型过程中需注重与大区域污染联防;对基本(欠)协调型中的城镇化滞后型城市,需严格执行环保政策并积极融入省会城市群经济圈及西部经济隆起带,实现城镇化快速发展。By constructing the evaluation index system of urbanization development,using the methods of global principal component analysis,harmony degree model,coupling coordination degree model and GIS,this paper studied the coupling and coordination relationship between urbanization development and atmospheric environment in Shandong province.Research shows that from 2014 to 2017 the level of urbanization shows a decreasing pattern from northeast to southwest:the level of urbanization in central and eastern Shandong has been rising faster,while that in northwest and southern Shandong has been slower;the coupling and coordination degree between urbanization and various atmospheric pollutants has been improved by varying degrees,and now shows a decreasing trend from east to west;the highly coordinated areas are the three coastal cities in eastern Shandong,and the coordinated areas of the whole province reaches 94.12%,only one city in southwestern Shandong remains uncoordinated.Suggestions for urbanization development in Shandong province are as follows:highly coordinated cities should play a leading role in the surrounding areas by virtue of their core position in the blue peninsula economic zone;basic coordinated cities with advanced urbanization need to pay attention to the joint prevention of pollution with large regions in the process of economic transformation;basic coordinated(under)cities with lagging urbanization need to strictly implement environmental protection policies and actively integrate into the economic circle of capital urban agglomeration and into the western economic rising belt to achieve rapid urbanization development.
