摘　　要：北京中心城区功能过度集中,城市通勤圈已基本覆盖近郊新城和部分远郊地区甚至跨省级区域,城市摊大饼式发展的一个重要原因是中心城区与周边新城之间缺乏相连结的市域快线及市郊铁路,城市轨道交通同质化发展模式严重阻碍多中心城市空间格局的形成.以市郊铁路怀柔密云线为例,通过调查分析发现,其客流量持续偏低的主要原因是开行车次与需求不匹配、线路两端未深入通勤圈内部、与其他方式相比无速度优势等,难以满足通勤需求,亟需通过政策引导和功能改造提升实现轨道交通与城市协调发展.建议北京市郊铁路未来应尽快突破两网融合发展的体制机制障碍,构建与城市布局相协调的放射状市郊铁路线网,服务通勤出行需求.The central urban area of Beijing is over-concentrated.The urban commuter circle has basically covered the suburban new towns and some suburban areas and even inter-provincial areas.An important reason for the pie-shaped development of the city is the lack of a linked express line between the central city and the surrounding new cities.The suburban railway and the urban rail transit homogenization development model have seriously hindered the formation of a multi-center urban spatial pattern.Since the opening of the suburban railway line,the passenger traffic has been low,and it is difficult to meet the basic travel needs such as commuting and general education.It is urgent to promote the coordinated development of rail transit and cities through policy guidance and functional transformation.It is suggested that the Beijing suburban railway should break through the institutional obstacles in the development of the dual-network integration as soon as possible,and fully exploit the potential construction line on the basis of rational use of existing railway resources,and build a radial suburban railway network that is coordinated with the urban layout.
