摘 要:铁路货运票据电子化的实施,畅通了铁路货运信息系统间数据交互,极大地提高了铁路货运服务效率与质量,在电子运单下如何开展铁路货运业务成为面临的重要问题。立足于既有铁路货运业务服务流程现状,分析研究货运业务服务流程中存在的客户办理手续复杂、作业人员结构欠佳和业务操作环节冗杂等问题。在优化原则的基础上,重点对既有受理发送业务服务流程和交付业务服务流程进行优化设计,以实现货运业务服务流程的优化效果,为铁路货运信息化和智能化发展提供决策依据。The implementation of electronic railway freight bill has unblocked data exchange within the railway freight information system and greatly improved the efficiency and quality of railway freight service.Against this backdrop,it is of significance for railway businesses to adapt their service procedure to the electronic bill system.Based on an overview of the existing procedure,this paper has identified the problems:The clients have to go through a rather troublesome business process;the personnel structure is not reasonable and the operation steps are disorderly and complicated.To improve the procedure,this paper has put forward the design to improve the existing transportation and delivery procedures according to the principle of optimality,which is expected to provide evidence to facilitate applying information technologies and smart technologies in railway freight transportation.
