“枫桥经验”何以长青？  

Why is the “Fengqiao Experience” so Successful for So Long?

摘　　要：通过典型治理一直是中国共产党的重要治理传统。本文以"枫桥经验"为例,从政治机会结构、经验禀赋与政府运作三个维度考察其五十多年发展演变的深层逻辑。研究发现,"枫桥经验"之所以长青,既是自上而下的政治动员和自下而上的地方政府实践上下配合的产物,也是依靠群众化解矛盾的经验禀赋和政治机会结构内外互构的结果,加之,中间桥梁机制为经验的复活和翻新提供有效支撑,"枫桥经验"实现了从阶级斗争经验向人民内部矛盾经验的转变,也实现了从社会治安经验、维稳经验向社会治理经验的继替发展,成为国家和社会治理的重要资源。Governing through setting up models has been an important governance tradition of the Communist Party of China. Taking the"Fengqiao experience"as an example,this paper examines the deep logic of its development over the past 50 years,with focus on the following three dimensions:political opportunity structure,experience endowment,and government operation. It is found that the"Fengqiao experience"is not only an interactive outcome of top-down political mobilization and bottom-up local government practice,but also the result of the interaction between the experience endowment relying on the masses to resolve contradictions and the political opportunity structure. In addition,the mechanism of intermediate bridge provides effective support for the revival and renovation of experience. The"Fengqiao experience"has realized the transformation from the experience of class struggle to the experience of contradictions among the people. It has also realized the successive development from social security experience and stability maintenance experience to social governance expe-rience,and has become an important resource for national and social governance.
