摘  要:提升能源、经济、环境(3E)系统综合效率是山东省经济社会可持续发展的关键。构建考虑非期望产出的基于松弛变量的SBM模型,测算山东省各地市的3E系统综合效率,并进行负产出的冗余分析、地市间的差异性分析与聚类分析,选取影响因素构建Tobit回归模型分析各因素的影响方向与强弱。结果表明:山东省地市间系统综合效率差异较大,并呈扩大趋势,烟粉尘控制形势较为严峻;科技支持水平、对外开放水平、城镇化水平对系统综合效率有正向作用,而产业结构、能源消费结构有负向作用;通过增加科技投入、优化产业结构、提高对外开放水平、改善能源消费结构以及促进地区均衡发展,有助于提升山东省3E系统综合效率。It is a key for the sustainable development of social economy in Shandong Province to improve the comprehensive efficiency of energy, economy and environmental system. The SBM model based on slack variables and considering the undesirable output was constructed, and the comprehensive efficiency of 3E system in prefectures and cities in Shandong Province was measured, and the redundancy analysis of negative output, the difference analysis and cluster analysis between prefectures and cities were carried out, and the influence factors were selected to establish Tobit regression model for analysis of the orientation of influence and strength of various factors. The results show that, firstly, the comprehensive efficiency of the system between prefectures and cities in Shandong Province is quite different and tends to enlarge, and the control of smoke and dust still has a long way to go;secondly, the levels of scientific and technological support, opening up and urbanization have positive effect on the comprehensive efficiency of the system, while the industrial structure and energy consumption structure have a negative effect;thirdly, the comprehensive efficiency of 3E system in Shandong Province can be improved by increasing scientific and technological input, optimizing the industrial structure, promoting opening up, improving the structure of energy consumption and enabling the balanced regional development.
