摘　　要：财政分权作为调整和控制地方资源配置的重要制度,对地方创新活动和经济增长质量具有重要影响。本文从五个维度构建刻画经济增长质量的指标体系,利用时序全局主成分分析法测度2006-2016年我国30个省(市、自治区)的经济增长质量,建立动态面板模型研究财政分权对经济增长质量的影响以及作用机制。研究发现:财政分权显著抑制了经济增长质量的提升;机制研究发现财政分权通过抑制技术创新,进而抑制经济增长质量的提升。进一步建立动态面板门槛模型发现,财政分权对于经济增长质量的抑制作用具有边际递减的非线性特征;随着研发强度超过1.9207%,财政分权对经济增长质量将会从抑制转为促进。因此我国应当深化财政体制改革,处理好央地财权与事权的不对等关系,完善创新驱动体系,提升地方政府的自有收入以促进经济高质量增长。Fiscal decentralization,as an important system for adjusting and controlling the allocation of local resources,has an important impact on local innovation activities and the quality of economic growth.This paper constructs an index system that describes the quality of economic growth from five dimensions,and uses timeserial generalization principal component analysis to measure the economic growth quality of 30 provinces(municipalities and autonomous regions)in China from 2006 to 2016,and establishes a dynamic panel model to study the impact and mechanism of fiscal decentralization on the quality of economic growth.The study finds that fiscal decentralization significantly inhibited the improvement of the quality of economic growth through inhibiting technological innovation.Further analysis of the dynamic panel threshold model shows that the suppression effect has a non-linear characteristic of marginal decline;with the R&D intensity exceeding 1.9207%,the effect will shift from suppression to promotion.Therefore,China should deepen the reform of the fiscal system,improve the innovation-driven system,and enhance local governments’own income to promote highquality economic growth.
