摘  要:严重缺水地区作为节水工作的重点地区,其范围的确定对落实"将节水作为约束性指标纳入政绩考核"至关重要。在相关研究结果的基础上,采用不同的水资源状况评价方法对我国31个省份的缺水程度进行分析,将天津、河北、山西、北京、山东、宁夏、河南、甘肃、陕西、内蒙古、新疆11个省(自治区、直辖市)划分为严重缺水地区。研究结果可为严重缺水地区将节水作为约束性指标纳入政绩考核提供科学依据。As a key area for water conservation work, the determination of its scope is crucial to the implementation of "incorporating water conservation as a binding indicator into performance evaluation". On the basis of relevant research results, the water shortage degree of 31 provinces in China is analyzed by using different water resources assessment methods, and 11 provinces(regions and cities) including Tianjin, Hebei, Shanxi, Beijing, Shandong, Ningxia, Henan, Gansu, Shaanxi, inner Mongolia, Xinjiang are divided into regions with severe water shortage. The research results can provide scientific basis for incorporating water saving as a binding indicator into performance evaluation in areas with severe water shortage.
