浅谈丰东灌区张巷镇片区农业水价综合改革水费计收

摘　　要：为解决水资源先天不足地区农业水价问题,本文在阐述丰城市农业水价改革现状及存在问题的基础上,以丰城市张巷镇农业水价综合改革示范为例,以按方计量,少用少收、因地制宜、按亩收费、水费反哺,良性建管、村账镇管为原则,水费统拨为方式方法,对供水成本、农户水费承载能力、供水价格确定、水费计收方式等方面进行了分析。经研究分析,水价改革有助于优化水资源开发利用的综合社会效益、提高社会公众的节约保护水资源意识,其经验可以为江西省农业水价综合改革的全面开展提供借鉴。In order to solve the problem of agricultural water price in the area with congenital shortage of water resources, on the basis of expounding the current situation and existing problems of agricultural water price reform in Fengcheng, this paper takes the comprehensive reform demonstration of agricultural water price in Zhangxiang Town of Fengcheng city as an example. It analyzes the cost of water supply, the carrying capacity of farmers’ water charges, the determination of water supply price, and the way of water charge collection, based on the principles of less usage and less collection, adjusting measures to local conditions, charging per mu, water fee back-feeding, benign construction and management of village accounts and township management. Through research and analysis, the water price reform is helpful to optimize the comprehensive social benefits of water resources development and utilization and improve the public’s awareness of saving and protecting water resources. The experience can provide reference for the comprehensive development of agricultural water price reform in Jiangxi Province.
