基层地方政府环境治理与农村居民环境满意度——基于湖南省L河流域农户的问卷调查

摘　　要：在农村环境治理中,居民环境满意度是考核基层地方政府环境治理绩效的重要指标,但两者之间的关系及作用机制并不明晰。本文基于对湖南省L河流域8个村庄177户农村居民的问卷调查数据,通过建立有调节的中介效应模型,对这一问题进行了实证分析。研究结果表明:政府环境治理行为会提高当地农村居民的环境满意度,而环境治理效果在其间起到不完全中介作用。进一步分析发现,上述作用会受到环境污染水平的调节,当环境污染水平较高时,政府环境治理行为通过环境治理效果影响居民满意度的直接效应和中介效应均会减弱,而公众参与在其间的调节作用不显著。研究结果有助于理解现阶段我国农村居民环境满意度的形成机制,对于基层地方政府环境治理实践以及进一步完善其考核评价体系具有启示意义。In rural environmental governance,residents'environmental satisfaction is an important index to evaluate the environmental governance performance of local governments,but the relationship and the mechanism between the two is not clear.Based on the questionnaire survey data of 177 rural residents from 8 villages near the L river in Hunan Province,the study conducted a moderated mediation model to explore the relationship and complex mechanisms between local environmental governance and rural residents'environmental satisfaction.The results showed that the government's environmental behavior improved the environmental satisfaction of local rural residents;the effect of environmental governance played incomplete mediating role in the process,and this mediating effect was moderated by the level of environmental pollution.With the level of environmental pollution higher,the direct and indirect effects of the government's environmental behavior on the residents'satisfaction through the effect of environmental governance was weakened,but public participation has not the same effect.These findings are meaningful to the practice and evaluation of local environmental governance.
