观音阁水库超蓄临时淹没损失估算与补偿方案

摘　　要：水库超蓄可在非常防洪条件下获得整体防洪效益,而对临时淹没损失进行补偿是实现社会公平的重要保障。以辽宁省观音阁水库为例,对超蓄临时淹没损失进行估算并提出了相应的补偿方案和补偿资金来源。Overstorage of reservoirs can achieve overall flood control benefits under very flood control conditions.Compensation for temporary submergence losses is an important guarantee to achieve the above benefits and highlight social equity.Taking Guanyingge Reservoir in Liaoning Province as an example,this paper estimates the temporary inundation loss caused by overstorage and puts forward corresponding compensation schemes and sources of compensation funds.
