摘  要:文章以江苏省太湖流域为例,围绕核定区域水环境容量、推动许可证与容量总量有效衔接等问题,建立了面向排污许可证实施的控制单元核定及水环境容量核算方法。将江苏省太湖流域划分为70个控制单元,计算得出控制单元内部单位污染负荷对控制断面最不利水质影响比在65%~88%之间。经核算得到各控制单元的水环境容量,太湖流域2011年COD和NH3-N的入河量削减率与水质超标率相差基本在20%以内。Taking the Taihu basin in Jiangsu province as an example,this paper established the control unit verification by considering the implementation of the pollutant discharge permit,and the water environmental capacity calculation method in order to find the scientific verification of the regional water environmental capacity and the effective connection between the promotion pennit and the total capacity.In this study,the Taihu lake basin in Jiangsu province was divided into 70 control units,and the ratio of the unit pollution load within the control units with the most unfavorable water quality on the control section was calculated to be the range from 65%to 88%.The water environmental capacity of each control unit was obtained,and the difference between the reduction rate of COD and ammonia nitrogen in the Taihu lake basin in 2011 and the excess rate of water quality was basically within 20%.
