车用甲醇燃料数质量管理风险的分析与管控

摘　　要：结合贵州省前期车用甲醇燃料试点运行的情况,在简要介绍车用甲醇燃料的定义及其国家标准、地方标准、团体标准、企业标准的不同质量指标的基础上,分析了车用甲醇燃料存在的质量标准不统一;配送体系不完善;质检设备不齐全;计量交接不规范;站级管理不到位等质量管控风险,提出了在借鉴车用汽油质量风险管控模式的前提下加强车用甲醇燃料质量风险管控的具体措施;一是根据不同质量标准,做好质量抽检应对工作;二是规范物流配送流程,作好运输过程监管;三是配置升级质检设备,做好质量检测工作;四是完善计量交接规程,做好损溢控制管理;五是加强站级质量风险管控。Combining with the pilot operation of vehicle methanol fuel in Guizhou Province, the definition of vehicle methanol fuel and the different quality specifications of national, district,association and enterprise standards are briefly introduced,and the quality management risks are analyzed, such as inconsistent quality standards,imperfect distribution system, incomplete quality inspection equipment, non-standard metering handover, and inadequate station-level management. According to the model of vehicle gasoline quality risk management and control,the concrete measures to strengthen management and control of vehicle methanol fuel quality risk are put forward: the first is to improve quality sampling inspection according to different quality standards;the second is to standardize the logistics distribution process and make good supervision of the transport process;the third is to configure and upgrade quality inspection equipment to improve quality inspection;the fourth is to perfect metering handover procedures to improve loss control;the fifth is to strengthen the quality risk control at the station level.
