摘　　要：北方航道作为国际运输航线,其在经济上的可行性及中国在北方航道的利益值得研究,俄罗斯有意将北方航道作为国际运输航线的国内立法及学界观点也值得深入剖析,将北方航道开发为海上国际运输航线的主要法律风险是俄罗斯主权利益的减损,北方航道的开发目的应主要用于俄罗斯国内运输。As an international transport route, the Northern Sea Route’s economic feasibility and China’s interest in the Northern Sea Route are worth studying. The domestic legislation and academic views of Russia’s intention to use the Northern Sea Route as an international transport route are also worthy of further analysis.The main legal risk in developing the Northern Sea Route as an international maritime transport route is the impairment of Russia’s sovereign rights and interests. The development of the Northern Sea Route should be mainly used for domestic transportation in Russia.
