摘　　要：新冠肺炎疫情对城市轨道交通运营造成重大影响:8个城市所有线路停运,2个城市部分线路停运,其他城市不同程度关闭车站、调整运营时间或行车间隔;2020年1月23日至2月10日全国日均客运量较去年同期下降约70%~90%,票务收入断崖式下降,而防护物资、宣传等支出性成本增加;一些项目进度总体滞后2个月,职工安全防护吃紧;疫情初期应急管理仍存在问题,应急处置新技术、新设备投入应用。恢复运营生产面临防控任务重、大客流处置、引导通勤客流回归等问题,需要加强行业指导,逐步有序恢复运营,在严格落实防控措施的同时,根据客流情况优化运输组织;对现金流、备品备件周转、停滞的大中修和更新改造项目开展风险评估,采取有效应对措施;持续开展宣传引导,毫不松懈抓好安全生产,总结应急处置经验,提升应急处置能力,更好地支撑和保障社会经济发展和人民群众出行。The outbreak of Corona Virus Disease 2019(COVID-19)has seriously impacted the urban rail transit operation.All lines in 8 cities and some lines in 2 cities were out of service,the other cities closed stations and adjust operation time or departure time interval in different degree.From Jan.23rd to Feb.10th,the average daily passenger traffic volume of the whole country decreased by about 70%~90% compared with the same period of last year,and the ticket revenue dropped precipitously,while the cost of protective materials,publicity and other costs increased.The overall progress of some projects delayed for 2 months,and the staff safety and health protection materials were in short supply.There were still shortcomings in emergency response at the early stage of the epidemic,although new technologies and equipments for emergency disposal have been put into use.In order to cope with the large passenger flow and guide the return of commuting passenger flow,it is necessary to strengthen the industry guidance,gradually and orderly resume the operation,and optimize the transportation organization according to the passenger flow while strictly implementing the prevention and control measures.Enterprises need to carry out risk assessment and take effective measures on cash flow,spare parts turnover,suspension of heavy and intermediate maintenance,renewal and reconstruction projects.Enterprises should pay close attention to safety production,continue to carry out publicity and guidance,summarize emergency handling experience,and improve emergency handling capacity,to better support social and economic development and meet passenger travel needs.
