中国资源型城市发展阶段研究——基于绿色转型的视角

摘　　要：中国资源型城市在长期的资源开发利用过程中产生了严重的资源依赖,城市生态环境日益恶化,可持续发展能力不断弱化,绿色转型是实现中国资源型城市高质量发展的必然选择。中国资源型城市转型近20年以来,对转型目标实现程度与发展阶段划分一直是学界探讨的重点问题之一。本文根据资源开发利用、经济发展与生态环境保护的协调程度差异,基于绿色转型的视角将中国资源型城市划分为未转型、初级转型、中级转型、高级转型、转型成功五个阶段。在此基础上,构建耦合协调度模型,通过熵值法、AHP层次分析法予指标赋权,对中国2006—2017年110个地级资源型城市绿色转型发展目标实现程度进行实证评价。结果显示,中国资源型城市绿色转型趋势明显、速度加快,但多数资源型城市仍处于绿色转型的初级阶段和中级阶段,尚未有资源型城市实现成功转型,进而提出有针对性的政策建议。China's resource-based cities have a serious resource dependence in the long-term process of resource development and utilization,With the deterioration of urban ecological environment and the weakening of sustainable development ability,green transformation is the inevitable choice to realize the high-quality development of resource-based cities in China.In nearly 20 years of transforming Chinese resource-based cities,the realization degree of transformation goals and division of developmental stage are always one of the key issues discussed by educational circles.According to the difference of coordination among resource development and utilization,economic development and ecological environment protection,this paper based on the perspective of green transformation,China's resource-based cities are divided into five stages:non transformation,primary transformation,intermediate transformation,advanced transformation and transformation success.Based on it,the author constructs the coupling coordinative model.Through the entropy evaluation method,Analytic Hierarchy Process(AHP),and index endowment,the author conducts the empirical evaluation on development goal realization of green transformation among Chinese 110 prefecture-level resource-based cities in 2006-2017.The findings indicate that Chinese resource-based cities have the obvious trends of green transformation and fast speed,but most Chinese resource-based cities are still kept in the primary stage and middle transformation of green transformation.Unfortunately,no resource-based cities have realized successful transformation yet.Finally,the author proposes some targeted policy advice.
