环境规制、贸易品能耗强度与中国区域能源偏向型技术进步

摘　　要：本文设定双层嵌套CES生产函数,使用供给侧标准化四方程方法测量中国30个省区市技术进步能源偏向性,以技术进步方向视角考察国际贸易对区域环境影响,并构建门限回归模型检验不同环境规制强度下国际贸易对技术进步方向的作用。研究结果发现:(1)进口和出口贸易均与区域能源偏向型技术进步存在倒U型曲线关系,出口贸易先通过规模效应与结构效应使技术进步偏向于能源要素,再通过技术效应使技术进步转向节能,进口贸易受技术溢出影响先使技术进步偏向于使用能源,再偏向于节能方向。(2)进口和出口贸易对技术进步方向作用受环境规制强度影响,环境规制强度过低对技术进步方向无效或使其偏向能源,只有环境规制强度达到一定程度之后,国际贸易才会有利于技术进步朝节能方向转变,并且不同环境规制强度下高能耗、中能耗与低能耗贸易产品作用方向与大小具有异质性;(3)贸易结构升级区域其结构升级有利于技术进步偏向节能,而对贸易结构降级区域进行结构升级反而不利于技术进步转向节能。This paper sets a three elements two-level nested CES production function,applies four equations standardized system method to measure technological progress energy bias index of 30 provinces from 2001 to 2015,analyzes the impact of international trade to the environment from the technological progress direction perspective,and build the threshold regression model to test the effect under different environmental regulation intensity.The result shows that:(1)The international trade and regional energy biased technological progress presents inverted u-shaped curve relationship,export trade first makes technological progress towards energy elements through the scale effect and structure effect,and then to energy saving through technical effect,import trade first makes technology progress towards energy through technology spillovers,then towards energy conservation direction.(2)The effect of import and export trade is affected by the environmental regulation intensity.If the environmental regulation intensity is too low,it will be invalid or make the technological progress direction towards to energy.Only the environmental regulation intensity reaches a certain degree,international trade can promotes technological progress toward energy saving direction.Under different environmental regulation intensity,the high energy intensity,medium intensity and low intensity trade makes heterogeneous effect.(3)The trade structure upgrade of upgrade area is conducive to technological progress and energy conservation,while the upgrade of degraded areas has no positive effect.
