摘 要:目的:对全国公立医院收入结构变化特征开展分析,为深化医疗服务价格改革提供科学参考。方法:基于2012—2018年全国公立医院收入结构和各级综合医院收入结构数据,采用描述性统计和结构变动度分析方法。结果:2012年以来,全国公立医院收入结构中,药品收入占比显著下降,检查、治疗、护理、卫生材料收入占比则总体呈上升趋势;药品收入对整体结构变动度的贡献率最高,其次是卫生材料收入和治疗收入。结论:取消药品加成改革以来,我国公立医院收入结构变化整体向好,但后续仍应综合施策,更好发挥政府作用,加快推进取消医用耗材加成改革、理顺医疗服务价格比价关系,保证不同级别公立医院平稳运行。Objective To analyze the characteristics of income structure changes in public hospitals across the country and provide scientific reference for deepening the reform of medical service prices.Methods Based on 2012-2018 national public hospital income structure and general hospital income structure data,descriptive statistics and structural change analysis methods were used.Results Since 2012,the proportion of revenue from pharmaceuticals in public hospitals across the country has decreased significantly,while the proportion of revenue from inspection,treatment,care,and health materials has generally increased.The contribution rate of pharmaceutical revenue to the overall structural change is the highest,followed by income from health materials and treatment.Conclusion Since the abolition of the drug addition reform,the overall change in the income structure of public hospitals in China has improved,but comprehensive measures should still be taken in the future to better play the role of the government and assure public hospitals at different levels can operate smoothly.
