摘  要:全国机关养老保险改革全面实施,人事管理工作面临新的挑战和机遇,特别是处在改革转型期的地方高校,必须进一步深化人事制度改革,确保担负人才培养主体的教师队伍无论数量或结构都能满足地方高校转型发展的需要。养老保险的改革,为创新教师聘用模式提供了政策保障,为教师队伍建设提供了以下几条途径:以岗位需要创新用人模式,聘用人;以薪酬制度改革为抓手,激励人;打造良好的用人环境和平台,留住人。With the full implementation on the reform of the national government pension insurance,the personnel management is facing new challenges and opportunities,especially in the period of reform and transformation of local colleges and universities. We must further deepen the reform of the personnel system to ensure that the number and structure of teachers,who are the main body of talents cultivation,can meet the needs of the transformation and development of local colleges and universities. The reform of pension insurance provides the policy guarantee for the innovation of the employment mode of teachers,and also provides the following ways for the building of the teaching staff: It is suggested that we adopt the"dual-track system"and innovating the employment mode according to the needs of the post to employ people,take the reform of the salary system as the starting point to motivate people,and create a good employment environment and platform to retain people.
