北魏平城地区行政官员研究——以州长官为例

摘　　要：恒州刺史(司隶校尉)为北魏平城地区的地方长官。从任期来看,孝文帝迁都前任期相对较长,迁都后相对较短。从出身来看,主要包括元氏宗族、勋臣八姓、其他少数民族上层人士及汉士族。与相州刺史进行对比,相同的是两者出自勋臣八姓比例近似;不同的是平城地方长官出自元氏宗族及其他民族上层人士人数较多,汉族人士较少,且多非高门士族。就出自元氏宗亲的任职者来看,一方面显示北魏朝廷重视平城地区;另一方面这些人多为宗室疏属,这与北魏加强皇权有一定的联系。从迁转来看,平城地区长官与中央三品官迁转居多,与之迁转的地方官亦多为大州刺史。任职者所带将军号以三品居多,迁都前及后不久任职者所带将军号官品高于相州刺史,此后略低于相州刺史,这反映了平城地方长官地位在迁都后逐渐下降。从与帝王关系来看,多为皇帝心腹之人。Hengzhou CiShi was the local governor of Ping Cheng district in the Northern Wei Dynasty.Hengzhou CiShi had a relatively long term before Xiaowen emperor moved the capital to Luoyang and a short one afterwards and they mainly came from the Yuan clan,the eight honorary families,the upper class of other ethnic minorities and the Han people.Part of the Hengzhou local governors came from the eight honorary families,the ratio of which is nearly equal to that of Xiangzhou CiShi.But more Pingcheng local governors came from the Yuan clan and the upper class of other ethnic minorities instead of the Han people.On the one hand,it shows that the central government of the Northern Wei Dynasty attached great importance to Pingcheng district.On the other hand,most of the governors were from the royal family,which has a certain connection with the strengthening of the imperial power in the Wei Dynasty.From the perspective of relocation,most of the Pingcheng district governors and the third-grade officials of the central government were transferred.Before and shortly after the capital was moved,the official grade of governors in Pingcheng district was higher than that of the governor of Xiangzhou,and later slightly lower than that of the governor of Xiangzhou,which reflected the gradual decline of the status of the governor of Pingcheng after the capital was moved.From the point of view of the relationship with the emperor,most of them are the intimate people of the emperor.
